Regional Cooperation on Air Traffic Movement Enhanced through Dialogue

Air Traffic and Navigation Services (ATNS) attended the Air Traffic Management Coordination Meeting (ATM/CM-SAF) of the Southern African Region, which was hosted by Empresa Nacional de Exploração de Aeroportos e Navegação Aérea E.P (ENANA of Angola), in Luanda from 6 to 9 September 2016.

The primary objective of this meeting was to address efficiency, air traffic coordination and related safety matters between adjacent airspaces that are the responsibilities of various regional states that provide air navigation services.

The meeting also discussed issues relating to the safe coordination of air traffic movements between Flight Information Regions (FIRs) that are located in the Southern part of the AFI Region. These are Antananarivo, Beira, Brazzaville, Dar es Salaam, Gaborone, Harare, Johannesburg, Kinshasa, Lilongwe, Luanda, Lusaka, Mauritius, Seychelles and Windhoek.

Matters arising from other regional events, including those held under the aegis of International Civil Aviation Organization (ICAO), and in particular, the ATM/CM-SAF meetings held in South Africa in February 2015 – were thoroughly discussed.

ATNS managed to review, conclude and sign Letters of Procedure with a number of states. These are Angola, Botswana, Mozambique and Zimbabwe. ATNS was hereafter tasked with the creation of a database for the statistical analysis of the coordination failures that might occur in the SAF region.

The outcome of this meeting sees mutual operational relations between the South African Air Navigation Service (ANS) and its neighbouring states being enhanced amicable resolution of all contentious operational issues.
