Three arrested for fraud in Elsburg
On Tuesday 14 April 2026, the Ekurhuleni Metropolitan Police Department (EMPD) Overloads Control Unit Officers, conducted a Service Delivery and Budget Implementation Plan (SDBIP) operation on the N17 freeway in the Elsburg area.
During the operation, Officers encountered a grey Hyundai vehicle parked on the side of the roadway. Upon approaching, the driver indicated that he had run out of fuel. Officers assisted by transporting him to a nearby filling station.
Upon returning to the scene, Officers conducted a systematic inspection and established that the vehicle was operating as an e-hailing taxi. The driver was requested to produce his driving licence, Professional Driving Permit (PrDP), passport and work permit.
The driver was only in possession of a passport. Upon closer inspection, Officers identified suspicious features and contacted the Immigration Office for verification. The passport was confirmed to be fraudulent and registered under a female individual.
Furthermore, two (2) pedestrians who were hitchhiking along the freeway were stopped, searched and arrested for possession of fraudulent work permits and expired passports.
In addition, four (4) foreign-registered vehicles were stopped during the operation and found to be driven by South African drivers who failed to provide satisfactory explanations regarding the vehicles. The vehicles were subsequently impounded.
All three (3) suspects, aged between twenty-five (25) and thirty-two (32), were arrested and are facing charges of fraud, contravention of Section 49(1)(a) of the Immigration Act, and working without valid work permits. The suspects were detained at the Elsburg Police Station.
The vehicle used for operating as a taxi was also impounded and taken to the EMPD impound yard for contravening the National Land Transport Act (Act 5 of 2009), for operating for reward without a valid operating permit.
